DECRIMINALISATION/VICTIMLESS CRIMES:
This section isn't solely about cannabis decriminalisation. In addition, I've included one or two older reference works, because it always does a movement good to see how much or how little anti-decriminalisation arguments have changed over time. As for broader discussions of victimless crimes and decriminalisation strategies, it is always useful to compare notes to other social movements.
As one might guess, this bibliography is dominated by materials from the United States, which is a mixed bag. At present, ten states permit use of medicinal cannabis, while one apiece allow legalised sex work and access to physician assisted suicide. On June 24 2003, the US Supreme Court finally struck down all of the remaining US 'antisodomy' laws, seventeen years after New Zealand decriminalised male homosexuality in 1986.
However, I've included some other material from Australia, as well as some unusual perspectives on the Philippines and Thailand which deal with how these issues are approached in neighbouring South East Asian states. Disappointingly, I could find no evidence that New Zealand was considering broad questions of strategic decriminalisation and victimless crime penalty reduction, apart from a Crimes Act overview in 1989. Moreover, NZBN disclosed no law or political science theses on these issues, either.
