Not even a standard acknowledgement ? Can you remember where ? Was it on this site http://www.ipca.govt.nz/ here http://www.ipca.govt.nz/Site/makeacomplaint/makeacomplaint.aspx
If anyone else uses this to make a complaint make sure you KEEP a COPY and the DATE of what you wrote. Most statutory organisations such as this are bound by law to reply to you within 20 working days.
Also, try not to let a lawyer scare you off like that either. He is right that it would be pricey if it came to court. That is it could IF you use a lawyer. But if you are clear about what happened and have even a little bit of intestinal fortitude you can represent yourself. Its not that hard.
KEN maybe you're going to get an apology from the Police Commissioner
