The Law Commission has issued Terms of Reference for its review of the Misuse of Drugs Act 1975.
Significantly, the review will go back to founding principles. Why do we even have drug laws? What is the point? What substances should be included, and should there be penalties at all?
If you have an opinion about cannabis prohibition and how we can out of this mess, now is your chance to get involved and have your say.

TV3's Thursday Doco: Cannabis - What Teenagers Need To Know
8.30 pm, Thursday 15th September, TV3
TV3's Thursday Doco explores the latest scientific research on the effects of cannabis on the human mind. Presumably it will feature the research from Christchurch and Dunedin that showed that there is a higher risk of developing mental health problems if you use cannabis heavily when you are very young.
Presumably though, it will overstate the risk and make out that this research shows that there should be no law reform, rather than pointing out that the current law does not prevent early teenage use, and that research shows law reform is not associated with increased use. NORML thinks cannabis should be R18 and regulated in a similar way as alcohol and tobacco.

The Greens launched a bill today to partially legalise cannabis saying they were confident it would get support - but National and United Future won't be backing it.
Green MP Nandor Tanczos says his member's bill would allow users and growers of small amounts of cannabis to be fined rather than face criminal conviction.
"It doesn't go as far as I personally would like but it deals to the greatest problem which is the criminalisation of huge numbers of New Zealanders for something that around 80 per cent of under-25-year-olds have done."

Following the unjust sentencing of Shapelle Corby to 20 years imprisonment for being caught allegedly importing 4kg of marijuana into Indonesia, NORML New Zealand support promoting the boycott of any goods and/or services profiting Indonesia.
Just talking about it is a waste of time.
Everybody get active. Publicise the following:
BOYCOTT ALL INDONESIAN GOODS AND SERVICES.
OFFER ALTERNATIVE SOURCES.
Organise ALTERNATIVE HOLIDAYS elsewhere at a COMPETITIVE or better prices.
Anything less will be ineffective.
Remember, In God (Allah) we believe, but the dollar is supreme!

Canadian courts have ruled that businesses and individuals are allowed to grow and supply large amounts of medical marijuana. Previously only the Canadian government were allowed to grow and supply medical pot, and patients have harshly criticised the quality of the cannabis.
The ruling will make it easier for sick people to get marijuana by allowing them better access and more choice. The Canadian government pot was grown in a converted mine shaft.

As it is the end of the month, the league tables in the 2003 NORML Newshawk and letter writing competition have been updated. New Tauranga NORML co-ordinator Duncan Eddy has extended his lead of both tables and has set new records for the most news clippings and published letters in a year - with four months to go! He leads the Newshawks table with 148 news stories, ahead of NORML NZ on 57, NORML webmaster Dr Stuey with 52 and Ed Locks on 21. And he leads the letter writers competition with 10 ahead of Jason Baker-Sherman on 2. View the standings and competition conditions and tables from previous years.

Minor possession of cannabis in Western Australia is set to be decriminalised after legislation finally cleared state Parliament on 23 September.
Labor's Cannabis Control Bill was passed on the Government's numbers, with amendments approved by the Legislative Council.
Under the reforms, possession of up to 30 grams of cannabis leaf, or two plants ,will no longer attract a criminal record, although a "three-strikes" clause will target people issued with repeat infringements.
The successful passage of the bill, first introduced in March by the former Health Minister, Bob Kucera, sees the major recommendation of the 2001 Community Drug Summit achieved.

UK: Government intends to liberalize recreational cannabis use
Smoking cannabis will no longer be against the criminal law under new government plans. Beginning January 2004, recreational users of the drug will be free from prosecution. Home Secretary David Blunkett handed Parliament a draft order to downgrade the drug from Class B to the low-risk Class C to allow police to focus resources on hard drugs like heroin.
"After reclassification, most offences of cannabis possession by adults will result in a police warning and confiscation of the drug," Blunkett said. No further action will be taken unless there are complaints, evidence of repeated possession or smoking in public. However, people smoking near schools and playgrounds will face arrest and under 18s will still be arrested.
As UK law reformers point out, how tokers are treated is at the police officer's discretion so there is still the danger of regional variations in the way the law is applied. And the guidelines offer no assistance with removing the cannabis industry from the dangers of the black market, or educating and helping those people who choose to use it, recreationally or medically, use it in as safe a manner as possible.
Police chiefs urged their officers to take a more relaxed approach to cannabis in line with the new policy. The Association of Chief Police Officers released a set of guidelines that the police should follow.
